MINUTES OF THE MEETING OF KINGTON LANGLEY PARISH COUNCIL

HELD IN THE MEETING ROOM OF THE VILLAGE HALL ON MONDAY 12TH OCTOBER 2009 THAT COMMENCED AT 7.45PM

 

PRESENT: Cllr Dr. M Dixson – Chairman,

        Cllrs. Mrs B Bird, D Gill, G Trickey, D Styles, J Foster, Dr. Jayne Carrington,

        C Timbrell, Mrs. S Webb - Clerk.  + 4 members of the public.

 

Public Question Time

Mr & Mrs Ellett expressed concerns over the recently submitted planning application for Glenhaven.  They mentioned that the access road had been widened by half of a metre and the two houses were now 3 storey with 6 bedrooms as opposed to the previous application which proposed 4 bedrooms.  It was noted that a lot of the work had already been carried out.  County Councillor Howard Greenman replied saying that it appears that all that has been carried out to date is not illegal however at the request of the Parish Council he will call this application to committee.  The Chairman mentioned that it was probable that an extra-ordinary meeting of the parish council would be held to discuss this application and advised Mr & Mrs Ellett to lodge their objections separately.

 

Mr Sealey mentioned that the annual bonfire would be held at his farm and all would be welcome to attend.

The Minutes of the meeting held on the 16th September 2009 were approved and accepted as a true record and signed by the Chairman.

Note:  Although the minutes are a true record, Cllr Gill mentioned that point (4) of Public Question Time should read outside Rose Cottage and not the Old Forge.

Matters Arising and actions from last minutes

Glenhaven - Cllr Greenman mentioned that the S106 Agreement monies are to be paid on first occupation and will be paid to Ian Brown who is the Amenities and Countryside Officer for Wiltshire Council.  Cllr Greenman agreed to continue to monitor this issue and assured the Parish Council that he has this in hand. ACTION CLLR GREENMAN

Neighbourhood Watch Signs – Forms now completed and submitted and awaiting delivery of signs.    

Water lying at Plough lane –-  Cllr Greenman met with Kristian Price and has spoken to Danny Everett who is the acting Officer to deal with flooding issues and he is awaiting delivery of a detailed sketch of the area that should give more information.  The Chairman mentioned that a full survey is needed and he was advised to make contact with Steve Scothern of Wiltshire Council - ideally through Kristian Price who will be meeting with the Chairman and cllr Foster on the 15th October to deal with highway issues of concern in the village.  Cllr Greenman also agreed to raise this issue at the next Wiltshire Council Flood Working Group meeting -  ACTION CLLR GREENMAN/CLLR DIXSON

Overhanging trees at Church Road, Lower Common.  Reported to Clarence Ref No. 385224 on several occasions - this to be raised with Kristian Price on the 15th October.  ACTION CLLR DIXSON.

Wiltshire Council report

Cllr Howard Greenman reported on the following:

·         A camera has been used to view the drains in the vicinity of Lower Common with an aim to improve drainage

·         Wiltshire Council’s assets values were in a good position

·         Wiltshire Council will need to be imaginative on how to deliver services in the future

·         It may be necessary to merge some of the departments

·         The possible government cut on public spending will have a knock on effect on Wiltshire Council

Planning

a)                  Planning Issues

·         Resurfacing of Church Lane – The Chairman said that this would be mentioned to Kristian Price at the meeting on the 15th October.  Cllr Greenman mentioned that KP had assured him that the resurfacing would be added to sites for the next financial year.  The main problem with getting the job done was getting the materials and staff on site - the cost would be in the region of £5000.

·         Glenhaven new application - An extra-ordinary meeting of the parish council is to be arranged to discuss this application - ACTION CLERK

b)                 NWDC Planning Decisions - N/09/01417/FUL - Longmore House, 7 Farleigh Rise, K L - Replacement Conservatory - Permission granted.

c)                  Planning Applications for consideration
- N/09/01570/TCA - Tree Felling at Clandooe, Church Lane, K L - It was resolved to support this application

Proposed pull in & Drop Off Zone – School Travel Plan

Cllr Reynolds had previously circulated a report of a meeting she attended on the 28th September - however due to her absence this item was postponed until the next meeting.

Speed limits

The Chairman briefed members that the two issues in the village that he felt needed reviewing were to introduce a 20mph limit past the school as opposed to 30mph and to extend the 30mph at Days Lane to byway 34.  Other suggestions were that the introduction of the 20mph is active only at school arrival and leaving times.  Traffic calming measures were mentioned as an alternative option.  This is to be mentioned to KP at the meeting on the 15th - ACTION CLLR DIXSON

All Weather Footpath – Completion of hard surface from Plough Hill to A350 Traffic Lights. 

Cllr Timbrell circulated an update briefed as follows: three quotations for completing the surfacing of the footpath from the top of Plough Lane Hill down to the A350 traffic lights have been obtained. The quotations from MJ Church and Thornbury are directly comparable in that they both provide for a final surface of ‘Natratex’ (as used to finish existing finished section of the footpath). The Valletta quote provides for a final surface in ‘Ultrimac’, a surface with the same technical specification as Natratex and very similar in appearance. In summary the quotations are:

All of these quotations are exclusive of VAT and subject to re-measurement of quantities on completion.  The MJ Church and Thornbury quotations are based on identical quantities. The Valletta quantities are very similar.  As far as I have been able to establish, each of the contractors has a good reputation and can be expected to complete the work to our satisfaction.

I recommend that the quotation from Thornbury Surfacing (Chippenham) Ltd is accepted and that subject to the Council having the required funds available. 

 

Following discussions it was resolved that Cllr Timbrell contact all 3 contractors again seeking assurance of a fixed price on quotes submitted and not subject to re-measurement and report back to the next parish council meeting. 

 

The Chairman briefed members that it would be ideal to have all the preparation in hand before the next meeting i.e. to have a contractor ready to appoint, loan secured and a projection of the reserves at the end of this financial year ready to present to members at the next meeting. The object of the presentation would be to show Councillors the ability to fund the project from within precept headroom’s going forward ACTION CLERK/ CLLR TIMBRELL

 

Consideration was given to apply to the Public Works Loan Board for a loan to cover the cost of completing the All Weather Footpath.  It was resolved to apply to the PWLB for a loan to cover the cost of completing the All Weather Footpath but no loan would be taken up pending the outcome of the funding discussion.

Church Bends Footpath

Cllr Trickey reported on the following:

An on site discussion has taken place with the appointed contractor.

A letter has been written to Wessex Water giving an update and asking the positioning of any pipe work

Cllr Greenman agreed to chase the grant money

Once the project is completed, a formal opening ceremony is to be arranged including press etc.

Bench in Memory of John Oatley

The Clerk briefed members that to date £255 had been collected in donations for the bench and that Mrs Renfree had been paid for the purchase of the bench.  The plaque was to hand and is to be given to Mr Weston who will attach it to the bench. 

Mr Weston reported that an unveiling ceremony is to take place on Saturday 17th October and all is welcome to attend.

Kington Langley Village Hall

The Chairman updated members saying that the minutes of a meeting of the Village Hall Committee that he, Cllr Timbrell and the Clerk attended had been circulated.  The minutes state that the Village Hall Committee grant for 09/10 will be paid on receipt of examined accounts.  Cllr Gill informed members that the accounts for 07/08 and 08/09 had been sent to an independent examiner and once returned will be forwarded to the parish council. 

It was agreed by members that unverified accounts would be acceptable on this one occasion to enable the parish council to release the 09/10 grant.

 

Cllr Gill mentioned that an application has been made to extend the licence for the sale of alcohol to from midday to midnight. - This information was well received.

c)      Internal and External Auditor - consideration was given to the appointment of the Internal and External Auditor for the financial year 2010/2011 - It was resolved that Mazars be appointed as External Auditors for the financial year 2010/2011 and that Edward Ferguson be appointed as the Internal Auditor for financial year 2010/2011. 

d)      It was resolved to issue the budgeted donation payments for St. Peter’s Churchyard (Maintenance), Playing Field Association (Including the one off payment for the resurfacing work) and Helping Hands. 

e)      The Clerk distributed a 6 month budget review and this was noted
