Public Question Time - All members of
the public present expressed their concerns regarding the planning application
for Glenhaven. All concerns are covered
in these minutes.

The Chairman
opened the meeting by thanking all for attending and gave a brief background
to the Glenhaven planning history. It
is recommended that the Parish Council focuses on the conditions to apply to
the application as it is very similar to that already approved. It is recommended not to seek to re-open
the principle of the existing planning approval but to make certain that what
is built conforms to its basic requirements.

Planning Applications for
consideration: N/09/01726/FUL - Demolition of existing dwelling and
erection of two detached dwellings, access, parking, turning and garages
(revision to N/08/02167/FUL - at GLENHAVEN, PLOUGH LANE, KINGTON LANGLEY. Following discussions involving the public,
it was proposed by Cllr Styles and seconded by Cllr Timbrell that the Parish
Council request Wiltshire Councillor Howard Greenman to call the above
planning application into committee for consideration of important points
raised at this meeting and that the following points and comments be
forwarded to Wiltshire Council’s Development Control for consideration when
deliberating this application. The Parish Council does not seek to overturn the
application as submitted; however wish to be assured that the build meets all
the conditions of Wiltshire Council as quoted on the previously approved
application. A major concern of the Parish Council is it is
proposed that one of the plots is now 6 bedrooms. The height of the buildings is of concern
therefore please confirm that the height does not and will not exceed
that which has already been approved.
The primary objection the Parish Council does have
on this current application is as follows: ·
The red brick proposed for the facing walls are not acceptable and not
in-keeping with the surrounding area - this needs to be revised as it is
contrary to core policy C3 (i) of the current North Wiltshire Local Plan We draw your attention to the fact that the
existing planning approval places the condition that such materials are
subject to separate and specific approval Other issues have been raised by members of the
public who reside in the vicinity of the site. Also, following a site inspection by
members of the Parish Council, the Parish Council feels very strongly that
the following provisos should be incorporated: ·
Any damages to the verges/
commons and surrounding area be made
good on completion ·
The footpath adjacent to the site to be re-instated ·
The plastic piping that has been placed in the ditch fronting the site
should be removed and the ditch reinstated.
The area is prone to flooding, an issue that is being looked into by
the Wiltshire Council Flooding Working Party.
The present arrangement is insufficient to carry water run off and
prevent additional flooding problems ·
During construction - at the end of a working day the site must be left
clean and tidy and the footways/highway free from mud and must be made
safe. Kington Langley does not have
street lighting therefore this is a very important safety issue. ·
It is not clear on the plans where the access from the highway will be
sited - this is to be made clear ·
During construction any fires lit must be doused and made safe before
leaving the site It was noted during the Parish Council’s
inspection of the site that the brickwork had been started. Please confirm that all building
regulations have been adhered to and that the formal inspections have taken
place at ground level. It is feared
that the application has become retrospective. Please take the above into consideration when
deliberating this application. Finally, the Parish Council question why this is
submitted as a new Planning Application;
The only apparent changes of substance to the approval already granted
are the roof located bedrooms and the red brick building materials. The fact that the developer has actually
commenced building works suggests that he takes the same view. Affordable Housing and Schedule 106
financial obligations also of course form part of the current
approval. So that there is no possible
ambiguity about the developer’s continued obligations in this respect we
suggest that you handle the current application not as if it were
freestanding but as an amendment to the existing approval. Mr Wylie asked for an
explanation of the schedule 106 Agreement.

individually to the local Planning Authority expressing their views and
concerns |

Exchange of information Church Written confirmation has
been received that this was within the letter and spirit of the Code and that
the tender process fully complies with the rules in seeking the best value
for the community. The Councillors
present all agreed that the Chairman should now place the contract with the
selected contractor. |
