Public Question Time – Mr Pattimore
of Draycott Lane Kington Langley and Mr Di Vittori expressed concerns regarding
planning application No. N/09/02177/FUL Erection of Agricultural Workers
Dwelling at Bowldown Farm, Days Lane, Kington Langley. Their concerns were of
access as quoted (but incorrectly) on the plans, the effect the proposed would
have on drainage and if it is for agricultural use. Mr Pottimore read out a letter of objection
written to Wiltshire Council from Mr & Mrs Coles who reside in the vicinity
of the proposed. The Chairman assured
both gentlemen that their concerns had been noted and would be taken into account
when making their deliberations.

Arising and Actions from last Minutes Neighbourhood Watch Signs - A replacement sign and one other for Days
Lane still not received. Cllr Gill to
chase. - ACTION CLLR GILL Water lying at Plough Lane –- A meeting was held with Cllr Greenman, Cllr
Dixson, Kristian Price and Steve Scothern both of Wiltshire Council on site
which was very constructive. A salt
bin has now been placed in the vicinity.
Another meeting is to be arranged. - Ongoing - ACTION CLLRS
GREENMAN/DIXSON Drainage - Following a telephone
call from Ruth Long to Cllr Dixson who lives in the vicinity of Resurfacing of Planning - Glenhaven
- It was established that the applicant had agreed to all the points
made by the parish council but it was not sure if Wiltshire Council had
agreed them. The 106 Agreement is to
be monitored. Ongoing - ACTION CLL GREENMAN. Parking at Hit or Miss
Public House it was agreed that the Clerk look into the
process of registering the area of grass directly outside the Hit or Miss and
report back to the Council. See Agenda Item 009.10 Meeting Dates - All

Weather Footpath – See Agenda Item 011.10
War Memorial - Cllr Gill
reported that the memorial was the ownership of the ‘Good and Graceful’ since
24th October 1920. The
memorial is in the grounds of the church.
The church to be asked to clear around the memorial. ACTION CLLR
GILL. Parish Council to work together with the church to keep good
maintenance. Community News spot for
the Parish Council - Cllr Dixson has contacted Valerie Young who
places an article for Kington Langley in the Community News spot of the
locals. It was agreed that Cllr Dixson
would let Valerie know of any issues worthy of publicising. |

the Parish Council to Jane Scott following her deserved award of an OBE in
the New Year’s Honours. |

Council Planning Decisions Applications for consideration N/09/02177/FUL Bowldown
Farm, Days Lane, K L Erection of agricultural workers dwelling Following lengthy
discussions involving the public it was established that the application as
presented was contradictive to the Design and Access Statement that
accompanied the application. Therefore
it was resolved to send comments
in the form of a letter expressing all concerns and asking clarification on
the following: a) The plan does not seem to be showing the same
information on access as the Design and Access Statement. The present access is via Days Lane leading
to Byway 34 and the proposed access is via Days Lane leading to a bridleway
34A which is not stated on the plan.
This causes much alarm with local residents who reside in the
vicinity. It is essential for this
issue to be clarified ASAP. b) That the proposed is in connection with essential
agricultural needs. (The proposed
access and area would not be suitable for regular farm machinery traffic). N/09/02186/FUL Kington Farm, Draycott Lane, KSM Agricultural
building (grain store) - The Parish Council is in support of this application. N/09/02198/TCA The Cottage, Church Road, K L Fell

Parking at Hit or Miss Public House The pocket of land outside
the Hit or Miss Public House was discussed at the last meeting and it was
agreed that the Clerk should look into the procedure for registration of land
with a view to registering this pocket of land to create a feature of
it. The Clerk issued the following
report: Land Registry contacted and it is confirmed that the piece of land is
unregistered. It was questioned
whether the land is included in the pub’s Deeds. - It is presumed not. Who maintains the land - has the Parish Council maintained it for 12
years or more? This was asked by the
Land Registry. (Yes the Parish Council has been overseeing this area) We would need to apply for adverse possession and we would need to
include in the application a ‘Statement of Truth’ which the Land Registry
advised that we seek legal advice on this. The relevant forms for application together with a guide for town and
parish councils are to hand. The fee
for registration is thought to be around £40. It was resolved that the
Clerk proceed to register this pocket of land. - ACTION CLERK |

Kington St. Michael Post Office Consideration was given to
a request from Kington St. Michael shop Ltd for regular grant aid to support
the postal service provided by the Kington St. Michael village shop. Mr Ivan Balmforth was
present on behalf of the shop and spoke on the following: In 2008 Kington St.
Michael (KSM) installed the post point service into the shop. The shop and post point is manned by volunteers. 25000 stamps were sold in one year. The post point is running at a deficit due
to Royal Mail charges of £650 for the collection of mail and parcels per
year. Councillor Reynolds had
consulted some residents of the village of Kington Langley and it appears
that some do make use of the service but the opening times need to be better
publicised. It was suggested that KSM
get the MP involved in this issue. Following discussions it
was resolved that this be placed on the agenda for the March meeting
following which it will be mentioned at the Annual Parish Meeting to ask
public opinion. |

All Weather Footpath –
Completion of hard surface from Plough Hill to A350 Traffic Lights.
The Clerk reported that the loan
decision was expected Feb’10.
Contractor delayed until further notice.

Church Bend Footpath
Councillor
Trickey reported that the footpath had been completed, however due to weather
conditions it still needs compressing.
The slope has been laid in the form of a dog leg as it was feared it
would be too steep otherwise. Councillor Carrington mentioned that the path
is being used and would monitor its use and liaise with councillor Trickey
regarding the slope. Signs are being made by Wessex Water. The school is to be informed that it can
now be used. The contractor has been
paid and an official opening is to be organised for the spring. |

Speed Limits
Following
enquiries made by Councillor Dixson regarding the extension of the 30MPH
speed limit at Days Lane it was established that this had been permitted
during December 2008 at a cost of £4000.
This may be part funded but the Wiltshire Council’s budget for this
has not yet been decided. No further
action is to be taken at present. Consideration was
given to an enquiry from Sutton Benger Parish Council regarding entering into
a partnership to purchase 30mph wheelie bin stickers. It was resolved not to support this scheme
as the wheelie bins would not be permitted to stay out onto roads for any
longer than one day. |

Letter of complaint from Ms Ing regarding Days
Lane - Councillor Foster agreed to speak to Mr Taylor who farms the field and
maintains it on behalf of the owners requesting that he clear the ditches. ACTION
COUNCILLOR FOSTER. A letter of
acknowledgement and what is intended to be sent to Ms Ing. - ACTION CLERK k) Letters of
complaint from Mr Curtis of Newlands Green regarding cars parking on the
Commons. - A reply is to be sent explaining that all circumstances had been
explored and the Parish Council is of the opinion that the parking
arrangement in question is a sensible solution as it keeps a car off the
