HELD IN THE COMMITTEE ROOM OF THE VILLAGE HALL ON

MONDAY 8 OCTOBER 2007

RESIDENTS FORUM

 

Mr. Ramon Weston commented that quite a few villagers appeared to be against the idea of stones on the edge of Middle Common and suggested having a Public Meeting to get villagers’ feedback.

 

Mr. Ramon Weston also said that there have been problems parking in the village on the first Tuesday of the month when the Kington Langley Decorative and Fine Arts Society hold their monthly lecture in the village hall. He believed that their parking was dangerous and there was no control over where visitors parked. He suggested if all else was failing yellow lines would become necessary and that the police should be asked to get involved. The idea of Grasscrete-ing part of the village playing field to provide more parking was also suggested. The Chairman agreed to write a letter to the KLDFAS, copying the Village Hall Committee, suggesting more car sharing and for them to more actively police the situation.

He also agreed to talk the village’s police Beat Officer to request a police presence on the problem occasions.

 

Cllr. Mrs. Lynn Atwell said that it was not just the Fine Arts Society but also other activities which congested the centre of the village, an example of which was a recent bike-racing event.

 

Mr. David Sealy endorsed the suggestion for a public debate on the Commons Erosion issue after 31st October when the Public Consultation Survey response forms should have been submitted.

 

Mr. Sealy also asked whether the Council were aware that some of the proposed Greens for registration may have rights of way over them. Cllr. Hart reassured the meeting that registration was a thorough legal process and all accesses and prior claims would be checked.

PLANNING UPDATE ON THE OLD PICNIC SITE, MALMESBURY ROAD

 

Mrs. Sarah Foster updated the meeting on the current status of the planning application for erecting a Meeting Hall at the Old Picnic Site. Following the Public Consultation held in March this year, architects have taken account of feedback and have made specific changes to the plans, including how air-conditioning would be sited, disposal of surface water and the fact that local residents were not happy about the addition of a second access to the site. The position of the building has been moved in order to better utilise the existing entrance. Surveys have now been carried out including arboricultural and wildlife surveys.

MATTERS ARISING

 

Minute 107.07: Village Pond. Cllr. Mrs. Lynn Atwell said that a meeting was planned in approximately 10 days time to review renovating the pond and that she was also involving Cllr. Rev. John Schofield’s Wiltshire Wildlife Trust contact. It was planned to just clear the road side of the pond and leave the back of the pond as far as possible.

 

Minute 113.07 (b): Annual Bulb Planting. Cllr. Mrs. Val Giles said that villagers had volunteered to plant bulbs in front of their houses but that there was also a need for planting on more public sites, e.g., in front of the Greathouse. As people had taken bulbs in the past but planted them in their own grounds, she was planning on getting a ‘promise’ from volunteers prior to releasing bags that they would be planted in more public places.

CLERK’S REPORT

 

Village road sign damage: The Clerk said that CLARENCE (the Highways Maintenance Department) had been very helpful and had already replaced several of the signs that were damaged or had fallen off. She had also given CLARENCE the locations of other damaged signs, who had agreed that these were now included in the next batch of replacements.

 

Village maintenance: Villager Mr. Andy Allum had looked at several of the tasks with a view to volunteering but has reported that several of the seats were too badly weathered to just be painted. Some are broken and / or rotten and would need refurbishment first. The areas around them also need tidying up and strimming. The fence by Morrell Lane needs replacing altogether as bits have been sawn up and removed.

Councillors questioned the siting of the extension so close to the road and whether the solution proposed really met the need it was intended to satisfy. There was not enough information on the proposed plans, and councillors believed that it was a lot of development in such a small area. COMMONS EROSION PROJECT

 

Promises now stand at £4,605 and no more have come through now for some time.

 

Prior to the beginning of the meeting, only 6 Public Consultation Survey forms had been returned although another 6 were brought in before the meeting. It was agreed that the results would be reviewed at next month’s Parish Council Meeting.

COMMUNITY EMERGENCY VOLUNTEER – REST CENTRE EXERCISE

 

Cllr. Rev. John Schofield said that he and Cllr. Graham Trickey had attended a live Rest Centre exercise on Sunday 23rd September. The event involved all 4 areas of the County in participating as “evacuees” in order to provide a first hand view of the administration involved in running a Rest Centre should an evacuation ever become necessary in the parish. Cllr. Schofield believed that following the exercise, the village would be much better placed to handle a Rest Centre if there was a small emergency. Cllr. Schofield and Cllr. Trickey would meet to draw up a checklist of what would be needed in such an event.

ANY OTHER BUSINESS

 

(a)               Cllr. Don Styles said that a villager had been upset about the allocation of garden allotments. The Clerk said that, following last month’s meeting, as she had not received any names from Cllr. Styles, she had therefore given the names of the 3 householders who had volunteered plots in their gardens to the villager who had asked at that meeting [as agreed and recorded in Minute 098.07 of the Parish Council Meeting of 10 September]. There are still two other sites remaining.

 

(b)               Cllr. Don Styles said that Mrs. Jean Darch had raised an issue about the maintenance of a footpath leading from Wayside Close to Doveys Terrace. Councillors believed that the path was not a public right of way. The Clerk was asked to contact Mrs. Darch.

 

(c)                Cllr. Betty Bird said that she had noted a number of Restricted Byways throughout Wiltshire and asked how they were granted. The Clerk was asked to investigate.

 

(d)               Cllr. Graham Trickey said that there are two instances of fly-tipping along Byway 34 between the end of Sutton Road and Old Draycot Lane. The Clerk agreed to follow this up with the District Council.

 

(e)                Cllr. Dennis Gill had investigated a villager’s report that a gate had been put across the Right of Way by the Barton. He provided the Clerk with photographs of the gate plus the horse-box which is still being parked across the footpath. The Clerk agreed to follow this up with the County Council.

 

(f)                  Cllr. Gill asked whether a general planning principle should be sought for environmental and aesthetic reasons that large houses should not be allowed to tarmac their drives. Cllr. Hart said that this was already taken into consideration by NWDC Planning Department on a case-by-case basis.

 

(g)               Langley Fitzurse School have asked permission for the “Life Bus” to park on Coffin Way on 16th and 17th October as it was probably too big to drive right down into the school. Councillors agreed on the condition that it entered from the east and reversed out the same way.

 

(h)                The Clerk asked councillors to take circulation folders up to Cllr. John Foster as part of the circulation process rather than delivering them back to her first.
