Minutes of the meeting held on 12 March 2007 were circulated to all Councillors. On a proposal from Cllr. Dennis Gill, seconded by Cllr. Mrs. Betty Bird, IT WAS RESOLVED that the Chairman, Cllr. Peter Hart, sign the Minutes as a correct record.

MATTERS ARISING                            

 

Minute 20.07(b): The obstruction of the footpath by a horsebox at Barncroft, The Barton. Cllr. Gill pointed out that the horsebox had still not been moved in spite of letters from the Parish Council. The Clerk would contact the Rights of Way Office at the County Council.

2007 PARISH ELECTIONS

 

Letters have been received from NWDC announcing that two nominations for District Councillor had been received.

 

There will not be a Parish Council election as the number of nominations exactly matches the number of Council seats. The Clerk has sent copies of the Result statement to all Councillors.

KINGTON LANGLEY MILESTONE

 

A local resident of Kington St. Michael has approached Kington Langley Parish Council about a milestone on the Kington St. Michael Road opposite Frys Garage. The milestone direction plaque needs refurbishment and the Council has been asked whether they would be prepared to fund the labour involved. Councillors were agreeable to this in principle and it will be on next month’s agenda for further discussion when new councillors take up their responsibilities.

 

Councillors were asked if they were aware of any other milestones in the village.

ANY OTHER BUSINESS

 

(a)    Annual Parish Meeting. Councillors agreed that the meeting had been very positive this time. Main points were:

 

·         The next stage of the Commons Erosion Project should go ahead. This involved exploring the possibility of donations of money to finance kerbing and large boundary stones. Some villagers expressed willingness to donate some money towards this on a “promises” basis, based on project costings. By the next meeting there will be a form of words on the “promises”.

 

 

·         Management of the Village Party was discussed.

·         In future a précis of the APM Minutes from the previous year would be read at the meeting and a full record would be available in print and on the website.

·         The Union Chapel had been an excellent venue and would be considered again for next year.

 

(b)    Cllr. Gill expressed concern about the “pier” that had been constructed outside Yew Tree Cottage from the garden gate to Days Lane. Councillors would prefer the owners to reconsider the slope and materials used. Cllr. Hart agreed to discuss this with the owners.

 

(c)     Cllr. Betty Bird said that the Plough Lane branches had still not been cut back causing an obstruction across the road. The Clerk said that this had been reported to Clarence and had been allocated an incident number so she would follow it up again.

 

(d)    Cllr. Betty Bird reported that the recent grant application for improvements to the Kington St. Michael Almshouses had been turned down.

 

(e)    Cllr. Betty Bird said that following the Enforcement issue regarding the wall erected across the grass verge at Field View House, Lower Common, some large stones had been put in its place. The Clerk agreed to follow this up with Planning Enforcement. It was pointed out that no Planning Application had yet been received to resolve the current breach of planning regulations.

 

(f)      Cllr. Hart proposed two changes to the future Parish Council agenda which would give the opportunity for feedback from the Chairman and Clerk not otherwise covered by the existing agenda. Councillors agreed to this for the future.

 

(g)    Egg throwing incidents have been reported in several parts of the village. The police are aware of this but have not yet caught the culprits.

 

(h)    The Chairman and Council thanked Cllr. Euan Sudbury for all his work and support as Councillor. Cllr. Sudbury did not stand for the Parish Council in the 2007 Parish Election.

 

The Annual Meeting of the Parish Council will be held at 8:00 pm in the Village Hall Committee Room on Monday 14 May 2007. All Councillors were requested to attend.
