RESIDENTS FORUM

 

Mr. David Sealy expressed concern about the use of Byway 64 by wheeled vehicles and that fly tipping continued to be an issue. Farmers are now responsible for rubbish tipped in their fields. Mr. Sealy and Mr. Greenhill, whose farms border the byway, asked whether downgrading the byway from a ‘BOAT’ could be investigated in order that motorised vehicles could be stopped from using it. He believed that the County Councillor would support this request.

INTRODUCTION OF NEW COUNCILLORS

 

Cllr. Peter Hart welcomed all members to the new Parish Council with a specific welcome to new councillors, Mr. John Foster and Mr. Don Styles.

 

He also notified councillors of the election of the new District Councillor, Mrs. Sherry Meadows.

                                                          

All councillors signed their standard Declarations of Office.

 

The Wiltshire Association of Local Councils are running a training session for new or recently appointed Councillors on Saturday 2 June 2007 at Calne Town Hall. All councillors were asked to notify the Clerk as soon as possible if they would like a place.

ELECTION OF CHAIRMAN AND DECLARATION OF ACCEPTANCE OF OFFICE

 

As there were two volunteers for the post of Chairman, the two candidates left the room whilst Cllr. Rev. John Schofield chaired a vote for election of chairman. Following the vote, on a proposal from Cllr. Dennis Gill seconded by Cllr. Graham Trickey, IT WAS RESOLVED that Cllr. Peter Hart be elected as Chairman. The Chairman signed his Declaration of Acceptance of Office.

ELECTION OF VICE-CHAIRMAN AND DECLARATION OF ACCEPTANCE OF OFFICE

 

As there were two volunteers for the post of Vice-Chairman, the two candidates left the room whilst Cllr. Peter Hart chaired a vote for election of vice-chairman. Following the vote, on a proposal from Cllr. Mrs. Betty Bird seconded by Cllr. Graham Trickey, IT WAS RESOLVED that Cllr. Rev. John Schofield be elected as Vice-Chairman. The Vice-Chairman signed his Declaration of Acceptance of Office.

The file containing the current Registers of Members’ Interests was circulated to all councillors. Councillors were asked to initial and date that they had checked that their declarations were up to date.  Councillors John Foster and Don Styles signed new declarations.

MATTERS ARISING

 

Minute 04.07(a): Cllr. Peter Hart circulated a draft Promises template for the raising finances for the next Commons Erosion Project. Councillors had no changes to the format. It was agreed that the costs of obtaining and installing large stones on the edge of the Commons as agreed at the Annual Parish Meeting, would be obtained, in order to arrive at a total project cost. The progress of the fund-raising would be published in the Village Magazine.

CHAIRMAN’S REPORT

 

(a)     Affordable Housing: The Chairman and Clerk attended a meeting with North Wiltshire District Council, Westlea Housing Association and County Councillor Mrs. Jane Scott, to discuss Social and Affordable Housing in the village. Cllr. Hart believed that progress had been made and that all parties were now aware of the issues regarding housing allocation priorities.

 

(b)     On-going Planning Control Issues: The Chairman still had concerns about the Development Control Committee’s decision regarding net gain and affordable housing at Glenhaven. He would wait until after the new Development Control Committee appointments following the May elections before pursuing further.

CLERK’S REPORT

 

The Clerk said that the main priorities over the past month had been:

 

(a)     The change-over of Parish Councillors.

(b)     The end of year accounts. The Internal Audit was now scheduled for Wednesday 23rd May.

 

There are currently no documented procedures for the Parish Clerk’s work. Following the audit the Clerk would be working with Cllr. and Mr. Giles to document procedures for the role.

(a)     Planning Issues & Consents Granted: 

 

07/147/ENF – Morrell Cottage, Jacksoms Lane. Following a concern raised by Councillor Gill about a building that appeared to have been erected without planning permission, Planning Enforcement had reviewed the site.  The enforcement officer’s response was read to councillors. No further action will be taken.

Councillors supported the felling of all the cypress trees but did not support the erection of a new front boundary wall which should be the subject of a separate planning application.

Cllr. Peter Hart had arranged for a site visit to take place on Thursday 17 May with the Planning Officer.

FOOTPATH 4: MORRELL LANE

 

Cllr. Gill reported to the Council that clearing work has been done by those doing community service. Cllr. Gill showed pictures of a ramp constructed by BMX bikers and of trees that had been felled. The Council agreed that there was no objection to the BMX bikers using the lane, but that trees should not be felled and the lane should be useable for walkers and riders without impediment. Part of the fence at the top of Morrell Lane is damaged. The Council agreed this should be repaired.

WILTSHIRE HIGHWAYS SERVICE DELIVERY ANNUAL MEETING

 

Councillor Mrs. Val Giles reported to the Council on the Annual Meeting. The Parish Stewards’ Programme has been regarded as successful so far. In the future the stewards will be allowed to do some pot-hole filling. May has been devoted to verge cutting and in August they will be painting posts and carrying out weed control.

 

Cllr. Giles would look at whether they could do the posts around the pond.

 

There is now only one steward and their tracking system means that they can be more easily located when they are out and Cllr. Giles believed they are more productive now.

COUNCILLORS’ JOBS & RESPONSIBILITIES

 

Last year’s Councillor contact information and Responsibilities was reviewed in the light of recent Councillor changes and was agreed as follows:

 

  • Cllr Peter Hart (Chairman) continued to be responsible for The Press and Bonfire Coordinator.
  • Cllr. Rev. John Schofield (Vice-Chairman) continued to be the Community Emergency Volunteer, and also took over responsibility for Wildlife and the Environment including the CPRE (Campaign for the Projection of Rural England).
  • Cllr. Mrs. Lynn Atwell took over responsibility for maintenance of the Village Pond.
  • Cllr. John Foster took over responsibility for being the Playing Fields Association interface.
  • Cllr. Mrs. Val Giles continued to be the Lengthsmen (now Parish Steward) coordinator and responsible for the Internal Audit but relinquished responsibility for interfacing to the Village Hall Committee.
  • Cllr. Dennis Gill continued to be responsible for interfacing to the Village Hall Committee, Rights of Way, Emergency Electricity Contact, Neighbourhood Watch and the  Police Consultative Committee.
  • Cllr. Don Styles took over responsibility for being the second interface to the Village Hall Committee plus Mobile Library, and following discussion with Mrs. S. Briggs by the Chairman, volunteered to take over responsibility as Public Transport Coordinator. Cllr. Styles also agreed to research the situation regarding pensioners claiming Council Tax Rebate and would put an article in the Village Magazine.
  • Cllr. Graham Trickey continued to be responsible for the Parish Website and also took up responsibility for Website Content Collection.
  • The Clerk, Mrs. S Hart, continued to be the Community Council Contact and Responsible Financial Officer.

 

Following a proposal by Cllr. Rev. J Schofield, seconded by Cllr. Dennis Gill, IT WAS RESOLVED that Cllr. Mrs. Betty Bird would continue to be the Kington Langley Parish Council interface to the Kington St. Michael Charities, specifically the Kington St. Michael Almshouses.

 

Cllr. Hart pointed out that no-one was currently responsible for coordinating the ever growing list of village maintenance tasks, but whilst councillors were willing to do specific tasks, no-one was prepared to take over coordination responsibility. Current tasks include:

 

  • Varnishing Public Benches
  • Drainage on Byway
  • Verges
  • Corners on Commons
  • Parking at Hit or Miss
  • Ditches
  • Notice Boards (Erection and Maintenance)
  • Cleaning Hit or Miss Bus Shelter
  • Milestone
  • Fencing and Footpath (School -> Playing Field)
  • Morrell Lane Fence Reinstatement.

 

The Clerk agreed to send an updated list to all Councillors.

 

The Clerk pointed out that so much information was being sent to her from District and Council via the Internet, that it would be advantageous if all Councillors could have an e-mail id and access to the Internet, as such documents were too big to print out and distribute.

ANY OTHER BUSINESS

 

(a)     ChAP Special Interest Group re. Culture & Leisure is to be held on 20 June 2007. Councillors were asked if they wished to attend.

(b)     A One Council for Wiltshire seminar is to be held on Thursday 24 May 2007. Councillors were asked if they wished to attend.

(c)     Cllr. Don Styles raised an issue regarding complaints about a bonfire at Lower Common. Bonfires in the village have been investigated in past by the Clerk who agreed to give Cllr. Styles the latest NSCA information leaflet.

(d)     Councillors have been invited to a Neighbourhood Policing Problem Solving Workshop on Friday 18th May. Cllr. Gill and Cllr. Schofield would be attending.

(e)     Cllr. Rev. John Schofield advised Councillors of a live Rest Centre exercise to be carried out on Sunday 23rd September at Leighton Recreation Centre, Westbury. If anyone wished to attend, they should contact Cllr. Schofield or the Clerk.

(f)       The Clerk advised Councillors that if they had difficulty forwarding Circulation Folders to Cllr. Foster who lives at the far end of Days Lane, then they should return them to her, and she would ensure that Cllr. Foster received them.

(g)     Cllr. Hart asked Councillors whether they still wanted the Council meetings to start as late as 8 pm and following a vote, the majority wanted the meetings to revert to 7:30 pm. The Clerk was asked to change the start times for the rest of the year.

 

The next Parish Council Meeting will be held at 7:30 pm in the Village Hall Committee Room on Monday 11 June 2007.
