RESIDENTS FORUM

 

Mr. Tony Di-Vittori asked the Parish Council whether the current month’s agenda and the previous month’s minutes could be found on the Parish Council website. The agenda is not currently put on the site, but it was agreed that in future the Clerk would arrange for it to be done at the same time as it is posted on the noticeboards. Draft Minutes however were not put on the website in advance of being signed off by the Parish Council.

 

Mr. Di-Vittori also asked if more information would be forthcoming regarding the proposed registration of the Village Greens, in particular, which areas of the village were Registered Commons and what would the effect of registering greens be on rights of access across the land, e.g., by farmers to their fields. The Clerk said that everything was still in the earliest stages and she was in the process of obtaining more information from the Open Spaces Society. She would put more information in the Village Magazine as it became available.

Minutes 086.07(a) – Milestones Renovation: Cllr. Dennis Gill said that he had been in touch with the Kington St. Michael resident but it did not appear that much help was likely to be forthcoming with getting anything done to renovate our milestones.

  • A letter has been received from Mr. Les Weir dated 16 July 2007, reference Planning Application 07/01598/FUL Grafton, Plough Lane, expressing concern about the Parish Council’s comments regarding over-development of the site in view of the fact that the neighbouring property, Grafton, has been extended to the boundaries on both sides.

 

  • APP/J3910/A/07/2049526 Notice of Appeal by Mrs. A Vincent, Site at Lypgate, Kington Langley. Comments need to be received by 5 September 2007.

COMMONS EROSION PROJECT

 

Cllr. Hart said that as a result of letters sent to attendees at the Annual Parish Meeting and the letter inserted in last month’s Village Magazine, Promises now stand at £3,815. More letters were to be sent. Cllr. Rev. John Schofield suggested that in order to achieve the target amount another insert could be put into the next month’s Village Magazine.

 

A letter has been received from Mrs. Celia Trickey objecting to either stones or kerbstones on the second side of the Commons. However, Councillors felt that this was contrary to the wishes expressed by most villagers attending the Annual Parish Meeting in March 2007. Cllr. Mrs. Lynn Atwell said that traffic was far worse now and something did need to be done to slow it down.

 

Cllr. John Foster asked whether there should be two projects, one for the kerbing and one for the stones. However, Cllr. Hart pointed out that it would not be possible to go back to the Area 3 Committee for two grants for the same project. Cllr. Foster said that he could obtain a single stone from one of the quarries in order that villagers could see how the final result might look.

(d)   Payments to Councillors:

 

A question has been raised regarding whether councillors can bid for the maintenance work for which the Council had currently been unable to find volunteers. Following discussion it was agreed that such activities could be perceived as favouritism and that councillors should been seen to be above suspicion. As many councillors have already provided much support to the village as goodwill, it was agreed that this consistency should be maintained.

 

 

On a proposal from Cllr. Rev. John Schofield, seconded by Cllr. Mrs. Lynn Atwell, IT WAS RESOLVED that councillors should not receive payment for work carried out for the Parish Council.
