Minutes of the meeting held on 12 February 2007 were circulated to all Councillors. On a proposal from Cllr. Mrs. Betty Bird, seconded by Cllr. Mrs. Lynn Atwell, IT WAS RESOLVED that the Chairman, Cllr. Peter Hart, sign the Minutes as a correct record.

MATTERS ARISING

 

Minute 18.07: The Clerk said that a volunteer was still needed to distribute Annual Parish Meeting agendas to cover the far side of the dual carriageway. Cllr. Dennis Gill volunteered.

Minute 20.07(b): Obstruction of footpath by Horsebox at Barncroft, The Barton. Cllr. Gill pointed out that the horsebox had still not been moved in spite of letters from the Parish Council.

Minute 21.07(b): Yew Tree Cottage rainwater pipe outside cartilage of property. Cllr. Gill said that it was still a problem. Cllr. Hart said he had spoken to the owners who would remedy the situation when further work on their drainage was carried out and prior to completion of the building works.

Minute 21.07(f): Plough Lane Traffic Lights puddle. Cllr. Betty Bird said that it was still a problem when it rained.

PLANNING

 

(a)     Planning Issues & Consents Granted: 

 

06/02758/FUL Glenhaven, Plough Lane – Demolish existing dwelling and erect 2 detached houses / garages and access. Cllr. Hart attended a Development Control Committee on Wednesday 21st February at which it was stated that Planning Permission would not be granted unless one of the two new houses was made available under the Affordable Housing scheme with shared ownership.

 

The DCC interpretation of Planning Regulations is that where one property is removed and replaced by two, this is a net gain of two. Cllr. Hart is seeking the opinion of NWDC Legal Team as the DCC interpretation appears to be wrong. The application will come to Committee again on Wednesday 14th March.

 

 

Cllr. Gill raised a general concern about plans still coming through with a variety of inconsistencies of scales and asked whether there was any standard that the Planning Department should enforce.

Support.

The site of the proposed development is between Lypgate House and the adjacent bungalow in Old Draycot Lane. This area is outside the Village Framework Development Boundary and therefore development would not normally be permitted. The proposal has the support of all those living in Old Draycot Lane and the Council could foresee no adverse affect on anyone else in the village. The applicant wishes to move from Lypgate House into the proposed bungalow thus freeing up a large family property. In the light of these circumstances, the Council support the application.

Copies of the updated Asset Register were circulated to all Councillors. All were in agreement with the additional information now shown on the Register. It was agreed that the Register would now list all assets irrespective of value.

 

(d)    Grants / Other Financial Actions: 

 

The Annual Parish Meeting would be held at the Union Chapel this year. The Council discussed making a financial contribution to cover heating, lighting, cleaning, etc. On a proposal by Cllr. Peter Hart seconded by Cllr. CORRESPONDENCE

 

(a)      Received: 

 

·         A letter from Langley Fitzurse School has been received providing a £400 donation to the Commons Erosion Project. Cllr. Hart had replied on behalf of the Parish Council thanking them for their kind donation.

·         The NWDC Local Development Framework: Statement of Community Involvement, Adopted Document – January 2007 is now available. If anyone would like to read it they should contact the Clerk.

ANY OTHER BUSINESS

 

(a)    Minute 126.06: Dog Bins on Byway. The clerk has spoken to both Cleansing and Amenities Dept. and the local Dog Warden who say they have no budget for any more dog bins or a budget for emptying any more even if the Parish Council paid for the bin. The village is therefore unable to pursue this any further at this point in time.

 

(b)    The timetable for the 2007 Parish Council Elections has now been received and was circulated to all Councillors. Cllr. Hart reminded everyone that if they wished to stand again this year, they would need to complete an Election Form.

 

(c)     Cllr. Gill asked whether it would be a good idea to start a fund for kerbing as erosion was such an issue in the village.

 

(d)    Householders have built a path between the cottages at the Barton. Whilst it makes access much easier it was felt that they should have sought agreement from the Parish Council in advance, and also would need to take responsibility for maintaining it. It was agreed that a letter to this effect should be written to the people concerned.

 

(e)    Cllr. Mrs. Val Giles said that the Parish Stewards would be coming to the village in April so if anyone knew of anything that needed attending to, they should get in touch with her.

 

The next Parish Council Meeting will be held at 8:00 pm in the Village Hall Committee Room on Monday 16 April 2007.
