MINUTES

 

Minutes of the meeting held on 14 May 2007 were circulated to all Councillors.

 

A change was requested by the Clerk to Minute 041.07, reference Residents Forum.

Byway 64 should be Byway 34.

 

Minute 048.07, reference Minutes, seconded by Cllr. Don Styles should be seconded by Cllr. Mrs. Betty Bird.

 

Minute 052.07, reference New Applications, Cllr. Dennis Gill requested that 07/00825/FUL should be minuted as a retrospective amendment.

 

Minute 053.07, reference Footpath 4: Morrell Lane, Cllr. Gill requested that ‘clearing work has been done’ should be changed to read ‘clearing work is being done’.

 

The above changes were duly amended and signed.

 

Following the end of year Internal Audit, the Clerk requested the following change to previous minutes:

MATTERS ARISING

 

Minute 053.07, Footpath 4: Morrell Lane: Cllr. Dennis Gill said that the bikers’ ramp has now been completely destroyed.

 

Minute 058.07(c) Bonfire: Cllr. Don Styles had updated the Clerk that the cause of the problem was traced to the owner of Battledore. The fire had been lit in error and the resident concerned has apologised to all her close neighbours. The matter is now concluded.

CLERK’S REPORT

 

  • The End-of-Year Internal Audit had been successfully completed and the End-of-Year Accounts were now ready for Council review.
  • Wiltshire County Council had sent their Rights of Way coordinator to view the obstruction of Footpath No.5 by a horsebox. Cllr. Dennis Gill pointed out that the obstruction was still there.

(a)     Planning Issues: 

 

Cllr. Hart reminded councillors that planning decisions were made by consensus at the Parish Council meetings, and therefore comments should not be made about individual planning applications when the documents were circulating.

Not supported.

Local resident, Mr. Di Vittori said that the new application was for a much longer building along the side of Clandooe, whose conservatory was not shown. It would also take light away from Clandooe.

 

Councillors objected to the application for the following reasons:

·         The proposed properties are too large and would constitute over-development of the plot.

·         One of the garages is now at the very front of the plot and very visible along Church Lane.

·         The buildings are in too close a proximity to the boundary, especially alongside Clandooe which has windows facing the plot.

·         Bearing in mind other planning decisions in the village, one of the two houses should be affordable.

 

As a result of planning gain, the developers should be asked for a Section 106 Agreement, specifically a contribution to Church Lane improvements.

ADOPTION OF NEW CODE OF CONDUCT

 

A new Code of Conduct for members of Parish Councils had come into force from 3rd May 2007 and Parish Councils have until 1 October 2007 to adopt the revised Code. After that time, councils will be automatically covered by it. The Clerk distributed copies of the new Guide to each Councillor.

 

Councillors were asked to read the Guides before the July meeting when it would be an Agenda item.

COMMONS EROSION PROJECT

 

Cllr. Hart said that further to the Annual Parish Meeting, villagers would be asked to help support the next phase of the project by “promising” a contribution to the project which would then be the subject of a matched funding request to the Area 3 Committee later in the year.

 

Cllr. Atwell suggested that the school could distribute copies to parents, especially those who live outside the village.

 

Cllr. Foster said that a local resident, Richard Briggs, had approximately 12 boulders that he would be willing to contribute to the project. However, they were granite, and may not be in keeping with the local environment. Cllr. Foster agreed to get a sample for assessment.

GREENS REGISTRATION

 

In April 2007, the government introduced a new law for registering greens in England (Section 15 of the Commons Act 2006). This makes it easier to apply for registration. Councillors agreed that this would be worth pursuing.

 

The Clerk had an initial list which she would distribute to Councillors who were asked to identify any additional areas that they believed should be registered and bring it to the next meeting. The Clerk would also see if there was a suitable map that could also be distributed.

KINGTON LANGLEY PARISH PLAN

 

Following distribution to councillors of the Kington St. Michael Parish Plan, Councillors were asked whether they would support a project to do one for the village. It had already been established that the Kington St. Michael project had taken a very considerable amount of time and money. Councillors agreed that Kington Langley had already achieved or surpassed what was planned by Kington St. Michael and that Kington Langley would not find any great benefit from creating a Village Plan.

 

Having reviewed the document, Cllr. Atwell suggested that as much of the information is already available, it could be possible to expand on the current Kington Langley Welcome Booklet. The Clerk was asked to investigate further.

KINGTON LANGLEY VILLAGE MAINTENANCE

 

Councillors had been asked whether they had any items to add to the list discussed at last month’s meeting and whether anyone was prepared to volunteer for any of the tasks.

 

Cllr. Don Styles kindly volunteered to clean the bus shelter opposite the Hit or Miss pub.

However, no other volunteers were forthcoming.

 

Cllr. Gill agreed to make contact with the Milestone Society member at Kington St. Michael to update him on where other milestones were in the village.
