MINUTES OF KINGTON LANGLEY PARISH COUNCIL MEETING HELD IN THE COMMITTEE ROOM OF THE VILLAGE HALL ON MONDAY 13 MARCH 2006

MINUTES

 

Minutes of the meeting held on 13 February 2006 had been circulated to all Councillors and were agreed by all. On a proposal from Cllr. Keith Burton, seconded by Cllr. Jill Saunders, IT WAS RESOLVED that the Chairman, Cllr. Peter Hart, sign them as a correct record.

MATTERS ARISING

 

Min.09.06 (f) The Clerk has contacted BT Wayleaves Department to register a complaint regarding the BT Pole installed at the Upper Common corner of Days Lane. BT have been unable to find it on their database but have now sent the Clerk a formal confirmation in writing that they are investigating why it is there.

 

Min.18:06 Choice of Litter Bin for Days Lane Bus Shelter: A ‘Sentinel’ litterbin has now been placed on order from Earth Anchors.

 

Min.18:06 Bus Shelter Damaged Bottom Bar: The bus shelter suppliers, Macemain + Amstad, have been contacted and will send out a representative to advise on what needs to be done to rectify damage. Cllr. Hart expressed concern that this could be a design fault.

PLANNING

 

(a)    Planning Issues & Consents Granted: 

 

Planning Issues:

 

·         Mrs. Sarah Foster presented a forthcoming Planning Application for the erection of a pair of semi-detached houses at Old Chapel Field.

 

·         Mr. James Turner and Mr. Simon Turner advised the Council of plans for a new Meeting Hall at the old picnic area near the Plough Inn. Messrs. Turner discussed the reasons why a previous planning proposal had been rejected and explained their plans to address the issues that had been raised. It was agreed that Messrs. Turner would also update Kington St. Michael Parish Council and that both Councils would be kept informed as the plans developed.

·         The Clerk has received an e-mail from NWDC Planning Department advising that assistance would be given to Christian Place to raise a site license for an additional mobile home at the site. Following a previous Planning decision, the Department are unable to take enforcement action against the additional mobile home which is at the site.

 

·         05/01616/FUL – Orchard Cottage, Plough Lane – The Applicants’ Appeal has been dismissed by Planning Inspectorate.

·         05/03181/FUL Fitzurses, Parkers Lane – Proposed Porch, erection of 2-storey rear extension, conservatory & alterations, demolition of existing garage & outbuilding, erection of garage block for 4 vehicles: Amended Plans

·         06/00348/FUL Fitzurse Cottage, Church Lane - Demolition of Fitzurse Cottage & Erection of 2 4-bed dwellings (Rev. 04/02928/FUL)

Object

The Council’s objection was based on the proposal for an additional entrance onto Church Lane and because of the proposal for two large conservatories in spite of the fact that a conservatory had previously been denied to the neighbouring property. The turning space for vehicles was also considered inadequate.

Object

Access and visibility issues being inadequately addressed, the Council objected on the grounds of traffic safety.

It was agreed that the Clerk would inform the Kington St. Michael Parish Clerk of the fact that this application had been submitted.
