MINUTES

 

Minutes of the meeting held on 13 November 2006 were circulated to all Councillors. A change was requested by Cllr. Dennis Gill to Minute 121.06, reference Planning Application 06/02685/TCA - Church Lane should read Church Road. This was duly amended and signed.  On a proposal from Cllr. Mrs. Betty Bird, seconded by Cllr. Mrs. Lynn Atwell, IT WAS RESOLVED that the Chairman, Cllr. Peter Hart, sign the Minutes as a correct record.

 

An amendment was requested by the Clerk to minutes of the meeting held on 9 October 2006: ADD Cllr. Mrs. Lynn Atwell and Cllr. Graham Trickey to the list of attendees.

COMMONS EROSION PROJECT

 

Cllr. Mrs. Betty Bird raised a concern that the highways verge past the post box at Upper Common was getting eroded. Cllr. Peter Hart pointed out that this was not part of the Registered Commons.

 

However, this did raise a general issue of highways verge mud and rutting throughout the village, largely caused by building work on adjacent houses. Cllr. Dennis Gill suggested that this should be raised at the next Annual Parish Meeting. It was agreed that the Chairman would write letters to the relevant householders pointing out that the general damage caused by building work would need to be rectified once the work was finished.

 

A quotation has now been received from the original contractor of the Commons Erosion work, for approximately £9,500, being the cost of kerbing the opposite side of the road to the School. As a member of the School Governors’ Committee, Cllr. Rev. John Schofield was asked if he would raise with Governors at the next Committee meeting the possibility of the school contributing to Commons Erosion funding, given that the original erosion was largely caused by parents’ cars.

CONFIRMATION OF STANDING ORDERS CHANGES

 

Following the Parish Council Meeting on 13 November 2006, it was agreed (Minute 128.06) that changes should be made to the Financial Regulations. These should be formally proposed and seconded, therefore on a proposal from Cllr. Mrs. Betty Bird, seconded by Cllr. Mrs. Val Giles, IT WAS RESOLVED that the following changes should be made:

 

Item 21: “The total limit of Petty Cash to be held at any time should not exceed £100 (one hundred pounds).” Changed from £30.

 

Item 22: “The total limit of any Petty Cash Payment should not exceed £30 (thirty pounds).” Changed from £10.

ANY OTHER BUSINESS

 

(a)     The Playing Fields Association have asked whether the Parish Council would support their hosting the 2007 Bonfire Night. The Parish Council have no objection in principle, however, it was agreed that safety issues would have to be considered and that the Clerk should investigate how neighbouring villages, e.g., Sutton Benger and Christian Malford, administer their Bonfire Night.

(b)     A letter has been received from NWDC regarding casual vacancies and arrangements for parish elections in May 2007. This would be circulated to Councillors.

(c)     A volunteer was requested to take over from Cllr. Simon Harris to follow through with Wessex Water the possibility of a right of way over their land in order to implement a footpath from the School to the Village Hall. Graham Trickey agreed to take on this responsibility.

(d)     The issue of mud from Lipgate Farm across Days Lane had been raised as a safety issue by several villagers and the Clerk had been asked by them to follow this up with the Highways Partnership.

(e)     Cllr. Mrs. Betty Bird said that following recent gales a tree that had fallen over by Old Chapel Field had been left on the green on the opposite side of the road. The Clerk was asked to contact the resident to ensure its removal.

(f)       Concern was expressed about the length of time Parkers Lane had been closed in order to provide mains drainage facilities for Caramena.

(g)     Cllr. Mrs. Val Giles said that Church Lane was still on the Highways list for resurfacing but that it should not be done before the major building work at Fitzurse Cottage is complete. It was agreed that the Clerk would notify the Highways Department in order to arrive at a practical timing for the work.

(h)     County Councillor Mrs. Jane Scott drew the Parish Council’s attention to meetings to be held between 8–10 January 2007 to consider the possibility of a Unitary Council being created from the District and County Councils. The Clerk would distribute information from WCC.

(i)       Copies of a laminate giving Emergency and Useful Contact Numbers were distributed to Councillors. The Clerk pointed out that the Useful Contact Numbers section was only for Councillors and would not be generally distributed.

(j)       A new version of the Village Welcome Booklet was distributed to Councillors. Councillors were asked to notify the Clerk if they knew of any houses that might require a copy. (Cllr. Graham Trickey’s telephone number given in the booklet should be amended to 750121.)

 

The next Parish Council Meeting will be held at 8:00 pm in the Village Hall Committee Room on Monday 15 January 2007.
