MINUTES

 

Minutes of the meeting held on 13 March 2006 had been circulated to all Councillors and were agreed by all. On a proposal from Cllr. Jill Saunders, seconded by Cllr. Rev. John Schofield, IT WAS RESOLVED that the Chairman, Cllr. Peter Hart, sign them as a correct record.

MATTERS ARISING

 

Minute 36.06(d) – The Village Party Committee has been asked to coordinate the ordering of a disabled portaloo for the Village Party on 10th June 2006 and to advertise the fact that the facility will be available.

 

Minute 36.06 (m) – Parking on Land by the pond: The Clerk has investigated this with the Land Registry and the Registered Commons map and the land in question is not Registered Commons so the Parish Council is unable to object to people parking on it.

(a)    Planning Issues & Consents Granted: 

 

Planning Issues:

 

·         06/00348/FUL – Fitzurse Cottage, Church Lane (Revised Plans). This application was granted at the Development Control Committee on 5th April 2006, in spite of a move to refuse from Cllr. Peter Green and other councillors. At the prior meeting that first granted permission for the development, the Chairman of the Committee, Cllr. T Sturgis, had said that the development should be permitted, as it would not affect the street scene. Whilst Cllr. Green’s motion was being debated the Senior Planning Officer present advised that a second access to the road could proceed under Permitted Development rights. The wishes of the Development Control Committee expressed at the prior meeting and the resolution proposed by Cllr. Green were therefore overruled by regulations governing Permitted Development. The prior meeting had failed to add a condition withdrawing Permitted Development rights to facilitate the implementation of the Committee’s wishes. The Clerk was asked to write to Cllr. Sturgis to ask him to attend a future Parish Council meeting to explain this failure further.
