MINUTES

 

Minutes of the meeting held on 12 September 2005 had been circulated to all Councillors.

 

The following amendment was made:

 

Minute 85.05 – Plaque for the late Mr. John Oatley Sentence starting: “Cllr. Dennis Gill said that the Village Hall Committee did not support this proposal as Mr. Oatley in particular had not been involved with the Village Hall…”.   Remove the words “in particular” and add after “with the Village Hall” the words “other than as a Parish Council member…”

 

This should now read: “Cllr. Dennis Gill said that the Village Hall Committee did not support this proposal as Mr. Oatley had not been involved with the Village Hall other than as a Parish Council member …”

 

Following these amendments the minutes of the meeting were agreed by all. On a proposal from Cllr. Jill Saunders, seconded by Cllr. Betty Bird, IT WAS RESOLVED that the Chairman, Cllr. Peter Hart, sign them as a correct record.

ANTI-SOCIAL BEHAVIOUR IN THE VILLAGE

 

The Community Police Officer for Kington Langley PC Heather Barham gave the Council an update on current activities in the village.

 

 

 

Recent issues have been the smashing of windows in the Village Hall and telephone box. Information about drug abuse within the village is also coming in again. There have been several incidents regarding animosity between families. PC Barham suggested the Parish Council having a meeting with children’s representatives. Cllr. Simon Harris said that this is already happening through the Playing Fields Association.

 

PC Barham suggested that as long as councillors do not put themselves at risk, taking photographs can inhibit anti-social behaviour. Police cover in rural areas is likely to be a problem unless they are addressing specific issues. PC Barham will bring a Chippenham Police & Community Support Officer (PCSO) with her if one is on duty at the same time as a future Council Meeting. However, they do tend to police central Chippenham rather than the rural areas. The most effective way of contacting PC Barham is by e-mail: dawn.barham@wiltshire.pnn.police.uk.

 

PC Barham said that she would find out the laws regarding gypsies on the Common. The police role is to serve notices and see that they are enforced. Landowners are now also involving bailiffs.
